In Portugal, personal income tax rates for tax residents are progressive, with tax brackets ranging from 12.5% to 48% (as of 2026). 

The system uses marginal tax rates, meaning only the portion of income within each bracket is taxed at that rate. 

For example, if you earn €40,000, part of your income (€8,342) is taxed at 12.5%, the next portion (up to €12,587) at a higher rate (15.7%), and so on as your income moves through the brackets. In other words, you don’t pay a single tax rate on the full €40,000; each portion is taxed at its own rate.

Taxable income can be reduced through deductions and allowances before taxes are applied.

High-income earners are also subject to an additional solidarity tax: 2.5% on the portion of taxable income between €80,000 and €250,000 and 5% on the portion exceeding €250,000. This surcharge is applied on top of the regular progressive income tax rates, resulting in a higher overall tax burden for individuals with substantial incomes.
