In Finland, taxes on earned income consist of state (national) income tax, municipal tax, mandatory social contributions, and, if applicable, church tax.
State (national) income tax is applied in progressive brackets, with each bracket including a fixed tax amount plus a percentage applied only to income above a certain level (that is, your income minus the lower threshold). Here’s an example calculation to help you understand how Finland’s national income tax works:
If your annual taxable income is €65,000, it falls into the €53,800 – €91,000 bracket. You pay a fixed €11,218 on the lower limit of the bracket (€53,800), plus 34% on the remaining €11,200 (€65,000 − €53,800), which adds €3,808. In total, your state tax is €15,026.
Municipal tax is a flat rate set by each municipality and typically ranges from 4.7% to 10.9%. For example, the municipal tax rate in Helsinki is 5.30% in 2026, and the same rate applies in Espoo, Finland’s second-largest city.
Social contributions typically amount to around 7–9% of gross salary for employees. These include pension insurance, unemployment insurance, and health-related contributions.
Church tax is paid by members of the Evangelical Lutheran, Orthodox, and Finnish German churches at a flat rate of 1% to 2.25% of taxable income, depending on the parish.
Personal allowances and deductions can reduce your taxable income and, as a result, the total tax you pay.
