But, even if it\u2019s a subject <a href=\"https:\/\/relocate.me\/blog\/visas-and-immigration\/portugal-golden-visa-for-us-citizens\/\">I\u2019ve covered extensively already<\/a>, I\u2019ve felt compelled to write this new piece for two main reasons:<\/p>\n<ul>\n<li>Rules around Golden Visas change all the time, even quite discreetly<\/li>\n<li>Thanks to a <a href=\"https:\/\/relocate.me\/blog\/visas-and-immigration\/portugal-golden-visa-for-us-citizens\/\" target=\"_blank\" rel=\"nofollow noopener\">widely advertised program from the USA<\/a>, there\u2019s been some confusion around what a Golden Visa even is<\/li>\n<\/ul>\n<p>I\u2019ll address here the second point to begin with. A Golden Visa is a visa path that allows a foreign national to obtain residency in exchange for an <strong>investment<\/strong> in that country. Afterwards, you can settle down in that country as a lawful resident. In contrast to <a href=\"https:\/\/relocateme.substack.com\/p\/employer-not-required-three-ways\" target=\"_blank\" rel=\"noopener\">many paths I usually recommend<\/a> in <em>The Global Move<\/em>, you won\u2019t need a job offer or an employer or an EOR to relocate if you are awarded the Golden Visa.<\/p>\n<p>In the aftermath of the pandemic, unfortunately, options in Europe have narrowed a bit. Spain had a program, but they <a href=\"https:\/\/www.boe.es\/buscar\/act.php?id=BOE-A-2025-76#df-21\" target=\"_blank\" rel=\"nofollow noopener\">closed it down in April 2025<\/a>. Portugal, for example, has a public clash with the short-term real estate sector and <a href=\"https:\/\/relocate.me\/visas\/portugal\/d9-visa\">dropped the real estate path<\/a> for its Golden Visa in 2023.<\/p>\n<p>But there are still paths for expats who want to work and live abroad in 2026\u20132027 and this is what this piece is about.<\/p>\n<p>\u00a0<\/p>\n<div class=\"content__item\">\n<h2>A quick comparison of some Golden Visas in 2026<\/h2>\n<p>This is a table I put together using all the information I gathered all these years writing about Golden Visas and using authoritative resources to catch any updates that I might have missed out on.<\/p>\n<p>\u00a0<\/p>\n<table style=\"border-collapse: collapse; This last word \u2014 <em>in-vest-ment<\/em> \u2014 is very important.<\/p>\n<p>In 2025, the Trump administration launched the <a href=\"https:\/\/trumpcard.gov\/\" target=\"_blank\" rel=\"nofollow noopener\">Trump Gold Card<\/a>. It\u2019s a permanent residence visa that expats can earn if they pay extravagant fees. I managed to gather some specifics from the internet:<\/p>\n<blockquote>\n<p>The Trump Gold Card requires a nonrefundable $15,000 Department of Homeland Security (DHS) processing fee, followed by a $1 million <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/09\/the-gold-card\/\" target=\"_blank\" rel=\"nofollow noopener\">unrestricted financial gift<\/a> to the U.S. Department of Commerce.<\/p>\n<\/blockquote>\n<p>A nonrefundable fee plus an unrestricted gift? Yes, it\u2019s clear the Trump Gold Card is not a Golden Visa. The Golden Visa asks you to invest in the country. This means that you could\u2019ve, in certain circumstances, purchased an apartment, or set up a company, and with that also set yourself up for a new life in that country. The Gold Card is just a gift they request from you so that you can then roam freely in the USA. In other words, with a Golden Visa you invest, but with this card, you just spend.<\/p>\n<p>And yes, if you read the fine print, a couple of Golden Visas in Europe also accept donations, but they&#8217;re one option among several investment routes. The Gold Card has no investment route at all.<\/p>\n<p>Thanks to this new USA visa, this is the first time I\u2019ve noticed informal chat among expats saying that a Golden Visa is a way to throw away your money. That\u2019s not the case! It\u2019s just that the most talked-about residency path in 2026 is called \u201cgold\u201d and asks you to spend (and to spend a lot, by the way).<\/p>\n<\/div>\n<p>\u00a0<\/p>\n<div class=\"content__item\">\n<h2>The information problem with Golden Visas<\/h2>\n<p>I\u2019ve been writing for years about visas, and I\u2019d say that a big problem with these investment paths is how information is presented.<\/p>\n<p>Fortunately, some countries have extraordinary frameworks for immigration. When you look at them, it\u2019s evident that the administration sat down and worked on them and gave options for almost every case. I\u2019ll mention <a href=\"https:\/\/relocate.me\/visas\/portugal\">Portugal<\/a>. This sunny and lovely country has easily one of the best visa programs in the world for expats who want to live and work there.<\/p>\n<p>But these countries are sometimes awful at explaining how you can even access those programs! And when I say \u201cawful,\u201d I\u2019m being polite. Portugal has important web apps for your immigration that won\u2019t even load, or if they load, tell you they\u2019ve been <a href=\"https:\/\/www.sef.pt\/en\/pages\/error.aspx?t=2\" target=\"_blank\" rel=\"nofollow noopener\">deactivated<\/a> (and yes, this was before all the PHP scare.) Moreover, their comms in Portuguese and English don\u2019t always match up. For example, earlier this year, I was reading a translated version of a Portuguese page on the <a href=\"https:\/\/relocate.me\/visas\/portugal\/job-seeker-visa\">job seeker visa<\/a>. Then I read an official English version saying that the visa was discontinued!<\/p>\n<p>So sometimes, Golden Visas in Europe hang in a mysterious balance: it\u2019s difficult to determine whether they\u2019re available or not, but at the same time, since they\u2019re so advantageous, that factor outweighs the shortcomings and makes them appealing.<\/p>\n<p>So there\u2019s a definite tilt towards pursuing them, especially if you find ways to have someone help you obtain them, or you find resources from people who have investigated the visas.<\/p>\n<p>I\u2019ll cover three investment paths in this piece: Portugal, Italy, and France. These are some of the Golden Visas I think are worth a try in 2026\u201327.<\/p>\n<\/div>\n<p>\u00a0<\/p>\n<div class=\"content__item\">\n<h2>Portugal has one of Europe\u2019s best Golden Visa programs<\/h2>\n<p>Portugal is still one of the best Golden Visa paths, especially if you know whom to ask for help.<\/p>\n<p><a href=\"https:\/\/relocate.me\/visas\/portugal\/d9-visa\">Portugal D9 Visa<\/a>, commonly recognized as the Golden Visa, lets you get residency through an investment. While real estate is no longer an option (in 2023, the government acknowledged it was creating a housing crisis; to be fair, many expats working in Lisbon say this is true), there are still a few ways to qualify.<\/p>\n<p>Golden Visa holders can enter Portugal without a residence visa, live and work there while retaining a residence elsewhere, travel freely inside the Schengen area, bring family members, and apply for <a href=\"https:\/\/relocate.me\/visas\/portugal\/permanent-residence-permit\">permanent residency<\/a> after five years.<\/p>\n<p>Before I go ahead, I want to underline that I believe that Portuguese bureaucracy is a bit complicated unless you know whom to contact. <a href=\"https:\/\/www.jsprive.com\/?utm_source=relocateme\" target=\"_blank\" rel=\"noopener\">JS Priv\u00e9<\/a> is one of the most sought-after experts in Portugal and has helped dozens of clients over recent years. If you\u2019d like a full, itemized walk-through of documents, fees, and timelines, you may <a href=\"https:\/\/www.jsprive.com\/appointments\" target=\"_blank\" rel=\"noopener\">request a meeting here<\/a> or <a href=\"https:\/\/www.jsprive.com\/webinar\" target=\"_blank\" rel=\"noopener\">join a live webinar<\/a> hosted each month, to see the full process for US investors in practice.<\/p>\n<h3>Portugal Golden Visa requirements in 2026<\/h3>\n<p>To qualify, investors must meet a minimum <a href=\"https:\/\/aima.gov.pt\/pt\/viver\/autorizacao-de-residencia-para-investimento-art-90-o-a\" target=\"_blank\" rel=\"nofollow noopener\">investment requirement<\/a> in Portugal, with options such as:<\/p>\n<ul>\n<li>Investment funds: Minimum \u20ac500,000 in qualifying non-real-estate Portuguese investment funds, with at least 60% invested in companies based in Portugal.<\/li>\n<li>Creating business or jobs: Create at least 10 jobs in Portugal (or 8 in low-density areas).<\/li>\n<li>Business investment: Minimum \u20ac500,000 to set up or recapitalize a Portuguese company, creating 5 permanent jobs (or keeping 10) for 3 years.<\/li>\n<li>Research contribution (like patching PHP up): \u20ac500,000 minimum investment in scientific or technological research.<\/li>\n<li>Arts and culture donation: \u20ac250,000 minimum contribution to cultural heritage or artistic projects.<\/li>\n<li>(Investments must be maintained for at least five years after receiving the residence permit.)<\/li>\n<\/ul>\n<p><em>No real estate:<\/em> In 2023, with the <a href=\"https:\/\/aima.gov.pt\/pt\/viver\/autorizacao-de-residencia-para-investimento-art-90-o-a\" target=\"_blank\" rel=\"nofollow noopener\">Mais Habita\u00e7\u00e3o program<\/a>, the Portuguese government removed real estate purchases from this list.<\/p>\n<p>Your first residency card under the Golden Visa is issued for a period of two years, and each renewal adds another two years. You need to stay in Portugal <a href=\"https:\/\/aima.gov.pt\/pt\/viver\/autorizacao-de-residencia-para-investimento-art-90-o-a\" target=\"_blank\" rel=\"nofollow noopener\">at least 7 days in the first year<\/a>, and then 14 days in each following two-year period. Since early 2026, renewals are filed online only.<\/p>\n<h3>Processing times<\/h3>\n<p>AIMA, Portugal\u2019s immigration agency, is working through a big backlog. In October 2026, the government told parliament it had processed <a href=\"https:\/\/imidaily.com\/europe\/portugal-says-it-has-processed-13-of-its-golden-visa-backlog\" target=\"_blank\" rel=\"nofollow noopener\">about 6,000 of the 46,000<\/a> pending Golden Visa applications, and it has pledged to clear the backlog by the end of 2026. Online users say that waiting for the card can take <a href=\"https:\/\/www.reddit.com\/r\/PortugalExpats\/comments\/16cwkp8\/worried_about_pending_golden_visa_application\/\" target=\"_blank\" rel=\"nofollow noopener\">up to two years<\/a>!<\/p>\n<h3>D9 visa fees: Portugal Golden Visa fees or total cost<\/h3>\n<p>There are a few fees to consider for the Portuguese D9 visa. The <a href=\"https:\/\/aima.gov.pt\/pt\/noticias\/atualizacao-da-tabela-de-taxas\" target=\"_blank\" rel=\"nofollow noopener\">application analysis fee<\/a> is \u20ac842 per person. The card issuance fee is \u20ac8,418 per person. The renewal fee is \u20ac4,210 per person. If you file digitally, each fee is 25% lower.<\/p>\n<p>Having in mind the minimum investment is \u20ac250,000 (specific to cultural heritage or artistic production), plus the fees, you will need around \u20ac260k in savings for your individual application. This does not include additional costs such as family members, hiring immigration specialists, flights, or travel insurance.<\/p>\n<h3>Portuguese citizenship in 2026<\/h3>\n<p>You should note that, with Portugal\u2019s <a href=\"https:\/\/diariodarepublica.pt\/dr\/detalhe\/lei-organica\/1-2026-1123539996\" target=\"_blank\" rel=\"nofollow noopener\">new nationality law<\/a>, the requirement for citizenship has moved up to ten years in this country. It used to be five.<\/p>\n<p>If you ask me, it\u2019s still worth your shot. Pay attention to what I always say about becoming a Portuguese (or Dutch, or German) citizen: It means that, once you have it, you can seek jobs in Munich, Paris, Madrid or Athens alike. Becoming a citizen is the ultimate job-opening strategy for expats.<\/p>\n<p>You\u2019ll also need to pass a test on Portuguese language and culture. Applications that were already pending on May 19, 2026 stay under the old rules.<\/p>\n<p>Online users say that, even under the old rules, the citizenship step alone took <a href=\"https:\/\/www.reddit.com\/r\/ExpatFIRE\/comments\/1ba069z\/anyone_successfully_convert_portugal_golden_visa\/\" target=\"_blank\" rel=\"nofollow noopener\">24 to 30 months<\/a>!<\/p>\n<h3>Taxes in Portugal<\/h3>\n<p>I don\u2019t want to be a scaremonger here, <em>but<\/em>, yes, <a href=\"https:\/\/www.youtube.com\/watch?v=Phh3oVCtzBg\" target=\"_blank\" rel=\"nofollow noopener\">taxes<\/a> in Portugal are quite complex (you can check our <a href=\"https:\/\/relocate.me\/taxes\/guide\/portugal\">Portugal tax guide<\/a> for a quick reference; when it comes to taxing income, I consider them one of the most elaborate systems in Europe!). So it\u2019s a good idea that you match up with experts if you want to get a Portuguese Golden Visa.<\/p>\n<p><a href=\"https:\/\/relocate.me\/taxes\/calculator\/portugal\">Portugal Tax Calculator: Calculate Your Take-Home Income in Portugal \u2192 <\/a><\/p>\n<p>Like I mentioned, <a href=\"https:\/\/www.jsprive.com\/\" target=\"_blank\" rel=\"noopener\">JS Priv\u00e9<\/a> is among Portugal&#8217;s most esteemed professionals when it comes to Golden Visas. Italy\u2019s Investor Visa has no real estate route. You can qualify by putting \u20ac2 million into <a href=\"https:\/\/conslondra.esteri.it\/en\/servizi-consolari-e-visti\/servizi-per-il-cittadino-straniero\/visti\/investors\/\" target=\"_blank\" rel=\"nofollow noopener\">Italian government bonds<\/a>, \u20ac500,000 into an Italian company, or \u20ac250,000 into an innovative startup. You can also donate \u20ac1 million to public-interest projects.<\/p>\n<p>First, you request a nulla osta (a pre-approval) online. Then you apply for the visa at the consulate, and you have <a href=\"https:\/\/www.mondaq.com\/italy\/work-visas\/1348714\/how-to-obtain-the-investor-visa-for-italy\" target=\"_blank\" rel=\"nofollow noopener\">three months<\/a> from entering Italy to make the investment. The permit lasts two years and can be renewed for <a href=\"https:\/\/www.mondaq.com\/italy\/work-visas\/1348714\/how-to-obtain-the-investor-visa-for-italy\" target=\"_blank\" rel=\"nofollow noopener\">three-year periods<\/a> as long as you keep the investment.<\/p>\n<p>Citizenship takes 10 years of residence. That\u2019s twice as long as in the Netherlands. If you have a high foreign income, note that Italy\u2019s <a href=\"https:\/\/www.normattiva.it\/uri-res\/N2Ls?urn:nir:stato:legge:2025-12-30;199\" target=\"_blank\" rel=\"nofollow noopener\">flat tax<\/a> for new residents rose to \u20ac300,000 a year (plus \u20ac50,000 for each family member you include) for people who move from 2026.<\/p>\n<p>As someone who writes a lot about visas, I haven\u2019t come across anyone who\u2019s successfully gone down this path, and online users also say that first-hand stories about Italy\u2019s investor visa are <a href=\"https:\/\/www.reddit.com\/r\/ExpatFIRE\/comments\/111q1tp\/seeking_italian_golden_visa_experiences\/\" target=\"_blank\" rel=\"nofollow noopener\">hard to find<\/a>.<\/p>\n<\/div>\n<p>\u00a0<\/p>\n<div class=\"content__item\">\n<h2>France\u2019s talent passport for investors<\/h2>\n<p>France has no Golden Visa per se. The closest route is the <a href=\"https:\/\/www.service-public.gouv.fr\/particuliers\/vosdroits\/F16922?lang=en\" target=\"_blank\" rel=\"nofollow noopener\">\u201ctalent\u201d residence permit<\/a> for economic investors, still most commonly called the <a href=\"https:\/\/relocate.me\/visas\/france\/talent-passport\">passeport talent<\/a>.<\/p>\n<p>You need to invest <a href=\"https:\/\/www.service-public.gouv.fr\/particuliers\/vosdroits\/F16922?lang=en\" target=\"_blank\" rel=\"nofollow noopener\">at least \u20ac300,000<\/a> in fixed assets, either directly or through a company you manage or own at least 30% of. The investment has to create or keep jobs in France within four years. It\u2019s a business route, not a passive investment.<\/p>\n<p>Since May 1, 2026, the stamp for a first residence permit costs <a href=\"https:\/\/www.service-public.gouv.fr\/particuliers\/actualites\/A18881\" target=\"_blank\" rel=\"nofollow noopener\">\u20ac350<\/a>. Citizenship follows the standard naturalization path, after <a href=\"https:\/\/relocate.me\/visas\/france\/french-citizenship\">five years<\/a> of residence.<\/p>\n<\/div>\n<p>\u00a0<\/p>\n<div class=\"content__item\">\n<h2>Golden Visas in Europe: Get help from experienced professionals<\/h2>\n<p>The process of a Golden Visa in Europe for expats can feel a bit confusing at first, particularly when you go down the rabbit hole of taxes and reporting rules.
